In accordance with Bill No. CB-40-2011, recent legislation gave approval to implement a Residential Parking Permit Program in residential areas.

 

What is a Residential Parking Permit program?

Members of a residential neighborhood may develop a permit program to allow regulated permit parking through petition.  The program must be agreed upon by at least 60% of the residents to be implemented. Those who do not register for a parking permit through the program after it is developed will receive a citation for parking in that zone without a permit. 

 

What is a Parking Permit Area?

A Parking Permit Area is any residential area that your community has decided to establish as a zone where a parking permit is required.

 

Are there any restrictions on the size of the Parking Permit Area?

It can be as small as one side of one block.

 

What is the cost of the program?

The program is free.

 

How can we get the program established in our neighborhood?

Contact Dianne Harris at the Revenue Authority at 301-955-0787 for more information and to receive an information packet.  The program is voluntary and petition based. A petition must be circulated to gather at least 60% of the neighborhood home owners or lease holders. One signature is permitted per address. Each signature is a vote in favor of the program.

 

How long will it take to get our neighborhood designated as a zone?  

After the petition is completed then submitted for review, the Revenue Authority will schedule a public hearing within 90 days of receipt of the petition. Public notice of the hearing will be published in a County newspaper. The Revenue Authority will mail out a notice to each address within the proposed Residential Parking Permit zone.

 

Within 60 days of the public hearing, the Authority will approve, deny, or modify the residential parking permit zone. After approval, the Authority will have signs installed that stipulate the parking restrictions and exceptions.

 

After the Parking Permit Area is established, how long will the permit be valid?

Parking permits need to be renewed every two years through the Revenue Authority.

 

If the petition is denied, is there an appeals process?

In case of a denial by the Revenue Authority, the petitioners may (1) appeal the decision of the Revenue Authority to the Executive Director or (2) present a petition showing 90% of the property owners’ or lease holders’ signatures from the proposed RPP zone.

 

How do we terminate the program if we want to withdraw?

After at least twelve months in operation, the Revenue Authority may accept petitions signed by at least 60% of the residential property owners or lease holders in the Permit Parking Area for termination of the RPP. The Revenue Authority will follow the same public hearing and notification procedures used for establishing a zone.

 

How do I sign up for the program after the Parking Permit Area is established?

Sign up is automated and can be done online or over the telephone. There are no hang tags, stickers, or decals. Instead, your license plate acts as your parking permit. Maryland registration is required.  Parking permits will not be issued for vehicles if the registered name and address do not match those of the resident.

What if I have more than one vehicle?

After you have registered one vehicle, you have established an account.  Additional vehicles registered to that address can easily be added by applying online or by telephone under the same account. Parking permits will not be issued for vehicles where the registered name and address does not match those of the resident.

 

What about parking for social events or guests in my home?

You may apply for additional parking permits for your guests and/or visitors by going to the online portal or calling during business hours and applying for additional permits.  The permit is valid for a 72 hour /weekend period. 


Where can I park with a parking permit?

The parking permit allows you to park anywhere within the Permit Parking Area for which it was issued. The parking permit does not exempt you from any other parking or traffic laws.

What if I have an out-of-state plate?

If you have an out-of-state plate, you may apply for a 60-day permit.  In order to apply for this permit, you must reside at an address within the zone.  The 60-day permit is provided to give you time to obtain Maryland license plates for the vehicle.

You will receive another email in less than 24hrs with details to pick up your access card at the garage parking office
 

Can I pay for a lost, damaged, or stolen card online?

No.  Please continue to pay either by check or money order at the parking office

 

Can I make payments for multiple months online?

Not at this time.

 

Can I cancel monthly parking online?

No, please continue this process at the parking office.

 

Can I pay by electronic check online?

Yes

 

What is a monthly subscription?

A monthly subscription is automatic reoccurring payments that are deducted from either you bank account or you credit card on the 1st of each month.

 

Do I get a parking sticker or decal once I sign up?

No, New Carrolton Garage monitors our monthly parking program by license plate.  Therefore, it is essential that your information is updated when necessary.

 

What if I have a rental or a loaner vehicle?

Call the parking office immediately so that your temporary information is updated accordingly.

 

What happens if I pay after the 10th of the month?

UNLESS your payment for that month has not been paid yet, your payment will automatically apply to the following month
